Red Cap - Leghoya Wind Farm Development

Leghoya Holdings Pty Ltd (Leghoya), an affiliate company of Red Cap Energy (Pty) Ltd (Red Cap) is proposing to develop three Wind Farms and associated infrastructure approximately 6 km North-East of Ermelo, in the Mpumalanga Province. The project is located within the Msukaligwa Local and Gert Sibande District Municipalities. The wind farms will be called the Leghoya 1 Wind Farm, Leghoya 2 Wind Farm and Leghoya 3 Wind Farm. The project includes a network of high voltage transmission lines and substations, to connect the wind farms to the Eskom grid. Collectively the project will be referred to as the ‘Leghoya Wind Farm Development’.

Leghoya has appointed SLR Consulting (South Africa) (Pty) Ltd as the Independent Environmental Assessment Practitioner (EAP) to undertake the required Scoping and EIA (SEIA) processes for the proposed Leghoya Wind Farms and Grid Connection Projects in terms of the EIA Regulation 2014 (as amended) promulgated under (NEMA).

As per the National Environment Management Act (NEMA, Act No. 107 of 1998, as amended) and the 2014 Environmental Impact Assessment (EIA) Regulations (2014 as amended), a Scoping and Environmental Impact Assessment (S&EIA) process is being followed for each wind farm and the grid connection. The formal applications have been submitted to the Competent Authority (CA), Department of Forestry, Fisheries and the Environment (DFFE), and are subject to a joint public participation process (PPP).

Status

The Final Scoping Reports for the above mentioned projects were accepted by DFFE on 5 November 2025. The Draft EIA Reports will be made available for a 30-day public review and comment period in January 2026 and will become available on this website.
